The raw results are published on the web under the terms and conditions of the Creative Commons Zero license. abstract = {The “network neutrality bot” (Neubot) is an evolving software architecture for distributed Internet access quality and network neutrality measurements. The core of this architecture is an open-source agent that ordinary users may install on their computers to gain a deeper understanding of their Internet connections. abstract = {According to the EU Directive 2003/98 public sector bodies can currently charge the cost of collection, production, reproduction and dissemination, together with a reasonable return on investment. If the upper limit for charging was lowered to the marginal costs of reproduction and dissemination of documents, with a possibility for a limited number of exhaustively spelled out exceptions, what could these exceptions be? Who would decide in practice on the exceptions: Member States or local public sector bodies? Accordingly, the analysis presented specifically focuses on an hypothetical regime which provides that charging is subject to an upper limit, identified with the marginal costs of reproduction and dissemination of documents; and admits that the default is overridden by specific exceptions. The underlying assumption is that the current rules concerning charges are amended; and that the current recoverability also of the cost of “collection” and “production” of the documents, as well as of “a reasonable return on investment” made in view of the collection, production, reproduction and dissemination from charges made by public sector bodies is for the future admitted only in specific, exceptional cases. While the present discussion shall mainly deal with the identification of the various options available under the new regime as far as exceptions are concerned and with the governance level at which decisions on the same exceptions should be taken, the scrutiny shall extend to the rationale itself of this hypothetical new regime, to the extent necessary to clarify the available options.},

abstract = {The “Network Neutrality Bot” (Neubot) is a software application that measures, in a distributed way, Internet access quality of service with a specific emphasis on detection of potential network neutrality violations (such as peer-to-peer traffic discrimination). It is based on a lightweight, open-source computer program that can be downloaded and installed by ordinary Internet users. The program performs background tests: the results are sent to a centralized server (or collection of servers), which publishes them, thus rebalancing, at least in part, the current deep information asymmetry between Internet Service Providers and users. abstract = {The paper describes in §§ 1-2 the EU policy on digital libraries and the role played within it by the High Level Expert Group (HLG), with special reference to the findings in the Final Report by the Copyright Subgroup of the HLG. In §§ 3-6 it summarizes the analysis and recommendations by the Subgroup in four areas, digital preservation, web harvesting, orphan works and out-of-print works. It further discusses in § 8 four other crucial copyright issues which digital libraries have to face, which, while not addressed by the Report, might belong to a “Second Basket” of policy-making open questions. After examining in § 9 some assumptions of the EU policies in connection with libraries, archives and museums, the paper addesses in § 10 the question whether copyright as we know it still is an appropriate tool in the current digital context or should be displaced by another mechanism. Finally it analyzes the impact of the move towards a new regime (Copyright 2.0) on the costs and benefits of digital libraries.},

abstract = {The Internet was designed to be neutral with respect to kinds of applications, senders and destinations. Such design choice made very fast packet switching possible, while preserving, at the same time, strong openness towards unforeseen uses of the Internet Protocol. The result has been an extraordinary outburst of innovation, as well as a level-playing field for citizens, associations and companies worldwide. With the advent of “deep packet inspection” technology, however, fine-grained discrimination of Internet flows is now possible, be that for economical or other reasons. Collecting quantitative data on the behavior of telecommunications providers with respect to traffic discrimination thus becomes crucial, particularly at a time when policy changes are widely discussed.
